What is the Transportation Management Program?

The Carlyle Community Council, which serves approximately 14,000 employees and 2,200 residents in its Alexandria neighborhood, manages an on-site Transportation Management Program. It works closely with the City of Alexandria’s GO Alex program to provide commuting choices that reduce traffic and emissions and improve quality of life. The offerings available to employees and residents include SmartBenefits for transit and vanpool commutes, free shuttle service to King Street Metro Station and the Virginia Railway Express at Union Station, and discounted Capital Bikeshare memberships. 

The Council also maintains and oversees security of the Duke Street Pedestrian Tunnel, which connects the neighborhood to the King Street Metro Station, and hosts a pit stop for the regional Bike to Work Day. The group conducts an annual survey of its stakeholders to gain feedback on improvements to its programs and services. 

On-Site TMP Coordinator

Carlyle has an on-site TMP Coordinator to provide one-on-one contact for Carlyle Council Members.  The TMP Coordinator is responsible for managing the TMP program as well as working with the City’s Local Motion office, including:

  • Staffs an on-site TMP office to easily distribute TMP information to Carlyle employers to assist in developing company policies that will assist employees in traveling by transit or ride sharing.

  • Manages communications and outreach  to employees, residents and visitors, including

    • Distribution of TMP and related materials via Carlyle commercial property owners, businesses, and residential properties

    • Oversees active outreach, community programs, participation in community events, and information from related organizations to inform residents and employees about a range of transportation alternatives

    • Conducts annual survey of workers and residents on commuting patterns and views on transit related matters

    • Manages a Carlyle Council website and Facebook page

  • Manages program to subsidize costs of SmarTrip benefits for workers and residents

  • Promotes and facilitates bicycling as a commuting alternative including:

    • Sponsor of a Bike to Work Day Pit Stop at John Carlyle Square Park

    • Promotion of Capital Bikeshare

    • Placement of adequate bike racks throughout Carlyle

    • Distribution of information on bike paths, City programs, and local bike clubs

  • Coordination and promotion of City and Regional Transit Programs

Carlyle Shuttle Service

Every weekday, you can hop on a free shuttle service to take you to and from the King St. Metro station.  Look for the white shuttle buses with the Carlyle Council gold lion signage.  The shuttle buses run every ten minutes from 6 – 9:30 am during the morning rush hour and 3 – 6:30 pm during the afternoon and evening rush hour period.  Shuttle stops include the Amtrak/VRE Station, King St. metro station, the Motley Fool building, PTO campus and by John Carlyle Square Park.

Saturday & Sunday, 9:00AM – 7:00PM
Tunnel is closed on Federal Holidays.

Carlyle Capital Bikeshare Stations

Two Capital Bikeshare (CaBi) docking stations are conveniently located in Carlyle and part of Alexandria’s Bikeshare system.  One Capital Bikeshare Station is located at 1800 Duke Street by the Subway in the SHRM building.  This station is close to Whole Foods Market.  The other docking station is located in the heart of the PTO campus in Dulany Gardens by Dulany Street and Ballenger Avenue.  Capital Bikeshare is a short term bicycle rental service that puts over 2500 bicycles at your fingertips. You can choose any of the over 300 stations across Washington, D.C., Arlington and Alexandria, VA and Montgomery County, MD and return it to any station near your destination. The first 30 minutes of each trip are free.

For a limited time, Carlyle Council is offering discounted Capital Bikeshare memberships to residents and employees who live or work in Carlyle Council Member properties.  Capital Bikeshare memberships cost $125 a year. Duke St. Pedestrian Tunnel Connects Carlyle to Metro

Carlyle property owners built the Duke Street Tunnel in order to provide safe pedestrian access to the King Street Metro station.  For ten years, CCC has provided security staff and security cameras so pedestrians can safely traverse under the highly traveled Duke Street without waiting through long stoplights and traffic congestion.  The hours of operation for the tunnel are 5 am – 10 pm Monday through Friday and 9 am – 7 pm on Saturdays and Sundays.  The tunnel is closed on federal holidays.

SmartTrip Card Subsidy Program

CCC provides SmarTrip card subsidies to participating employers and residential properties in Carlyle to reduce cost of commuting for their respective workers and residents.  CCC can offer free SmarTrip cards, some pre-loaded, to incentivize people to sign up.  Then CCC reimburses participating Carlyle employers and residential properties each month based on SmarTrip card usage
